Choose the role before the course
An agent’s representative works for a licensed estate agent under written authority. The role can include sales or property management. It does not permit you to operate an estate agency independently.

For a new entrant, the prescribed CPP41419 training must have been completed in the previous five years. The Victorian selection contains 15 specified units and three permitted electives. Ask for a unit-by-unit map that covers Victorian law.

Representatives must be at least 18 and meet eligibility rules. Criminal history, insolvency, bans or compensation-fund claims may affect eligibility. Some circumstances involve a permission process. Check your position with Consumer Affairs Victoria (CAV) before committing to training.

As at 8 October 2026, the employer checks eligibility, provides written authority and notifies the Business Licensing Authority (BLA) when employment begins. A different registration process starts on 25 November 2026.
The national qualification has 18 units: five core and 13 electives. National packaging and the Victorian prescribed selection must both be satisfied. A generic 18-unit course name is not enough evidence.

Put the Victorian transition in your calendar
From 25 November 2026, new agents’ representatives need direct individual BLA registration and must pay a fee. Applications use myCAV. Existing representatives who are employed by an estate agent and appear on the BLA register on 24 November 2026 will be registered automatically. Check the official transition instructions and your details.
These are future changes at this guide’s review date. From 1 April 2027, representatives and licensed estate agents must complete at least five CPD activities each year. Mandatory topics and written assessments form part of the announced requirements.

For a new estate-agent licence, the training pathway includes prescribed Certificate IV study and agency-management diploma study: seven prescribed diploma units plus five suitable electives. The normal experience requirement is at least one full-time-equivalent year as a Victorian representative in the previous three years. Other eligibility and application requirements also apply.

Prior Victorian qualifications, older training and interstate pathways need separate checks. Do not assume a diploma, course completion or time spent studying replaces the required experience or BLA approval.

Compare the offer and your study plan
Check the provider’s legal name, RTO number, current registration and CPP41419 scope on the National Training Register. Then request its current Victorian offer. Scope is permission to deliver training, not proof of an available intake.
- Does the written unit list match the Victorian requirements for my role?
- Will training cover the rules applying when I begin work?
- How many weekly hours and scheduled sessions should I allow?
- What practical tasks, participants or workplace access must I arrange?
- How quickly is work marked, and what happens after an unsuccessful attempt?
- What disability, language or technology support can be agreed before enrolment?
Request the full fee for your exact offer, including required materials, assessment, repeat attempts and extensions. Check how long course access lasts and whether withdrawal ends future instalments. Budget government registration or licence fees separately. No provider price or funded place is verified in this guide.
Keep the offer, agreement and refund policy. Raise concerns through the provider’s process and keep records. ASQA accepts regulatory concerns but does not settle individual disputes with providers.
